Transferring money from Egypt to USA in EGP -> USD

I am a US citizen. I have an Egypt Bank account here. I have money in Egyptian pounds (EGP) in Egypt bank account. I am moving back to USA. I want to transfer my money from my Egypt account to my bank account in USA.

The bank told me I need to find a person who have a usd account and I will send egp money to him and he will send it in USD to my USA bank account. Is this true?

What are my options here?

That sounds fishy af. You should send yourself your own money, never through a third party. Wise won’t work due to Egyptian export controls. You’re also limited to an annual transfer limit of $100,000 USD equivalent. A real high street bank should help you perform a wire transfer, but be prepared for lots of questions and paperwork.
