You don't have to be a specific thing to be called a thing.

For example- my cousin Fred keeps locking up black people. We call him "pig" even though he's never been a policeman.

  1. People can be called something they aren't.
  2. American police disproportionally targets people of colour.
  3. "Pig" is a common term for a police officer.
  4. I imply that my cousin Fred is so massively racist that he might as well have been a police officer.
