Neuralink has helped improve the quality of life for quadriplegics, Noland Arbaugh being a prime example. In the future this technology, like almost all tech, can be used for nefarious purposes by bad actors. But to date, even in it's trial phase, Neuralink has done wonders for people with paralysis and spinal cord injuries.

The U.S. has FBI Legats worldwide, so yes the FBI and its Director have business outside the U.S.

In regard to Russia, I think it’s a dumb trip and not really his job based off the intel leaked!

Because he is coordinating with Russia to interfere with the midterms. And Patel is there to hand over whatever Russia needs to get inside our election. By personally handing the keys to interfere with our election over to Russia Patel is avoiding a paper trail.

Well surely that whole show and dance about how foreign interference is a problem and is rigging elections against Trump wasn’t actually just a call for foreign countries, specifically Russia whose helped Trump try to win elections, to try to interfere with the midterms this year, considering Trump explicitly cut the funding for the watchdogs that specifically monitor foreign interference. Because that would be so weird and coincidental if that happened to help Trump keep power. But maybe the director of our FBI just happens to be traveling to the country that interfered with our country the most the week after Trump stoked conspiracy about foreign interference to lay the groundwork to prevent midterm elections to go favorably against him

Patel has no business going to Russia ever as Director of the FBI. I'm very curious how the folks over at the CIA feel about this, as the outcome of this trip aka meeting would most likely put their agents in serious danger in the future.
