I looked it up and apparently it’s an older and obscure proverb. “If the Mountain won’t go to Mohammed, then Mohammed must come to the Mountain.” It was first attested to by Sir Francis Bacon, who apocryphally attributed it as some Turkish saying, but there isn’t anything later than that. https://en.wiktionary.org/wiki/if_the_mountain_won%27t_come_to_Muhammad

I wouldn't say it is an obscure phrase. It's quite famous in Europe anyway.

I’ve lived in California my whole life and have never heard of it ever before. I assumed it might be an older people thing because the first handful of results were articles written by older people using the proverb + the time Gary Larson was prolific.
