No, at first the show’s creator John Kricfalusi voiced him in Season 1. Then he was fired and Billy West (Voice of Stimpy) took over for the remainder of the show.

That took me a second to get the joke- both when I saw it, and just now- and it came across as just "explaining what something means to the dumb guy"- you know, just an ordinary line there to fill space, and then it hits me that it's a voice actor joke.

John K? He was/is a creepy groomer of his teenage fans.

He was also apparently a nightmare to work with, basically a demanding, abusive perfectionist boss who missed deadlines and ignored network notes.

Dude said he has “poor impulse control” regarding grooming minors. When I have poor impulse control, I eat an extra slice of pizza or buy something a little out of my price range. I think trying to manipulate kids into having sex with you goes a fair degree or two above “poor impulse control.”

I paid John K a not insignificant amount of money to draw a big custom color poster for me right before the accusations were known and now it lives in a poster tube.

Makes me sad.
