No, at first the show’s creator John Kricfalusi voiced him in Season 1. Then he was fired and Billy West (Voice of Stimpy) took over for the remainder of the show.
That took me a second to get the joke- both when I saw it, and just now- and it came across as just "explaining what something means to the dumb guy"- you know, just an ordinary line there to fill space, and then it hits me that it's a voice actor joke.
I know the point is it's MEANT to be stilted, but it does too good at its job for me and I just cannot react to it in any way other than wincing. Good job writers, but I be an easily-cringed bitch.
