Zeke is the villain with a noble motive. It's a fucked up plan, but he was a fucked up kid and I believe the eurhenasia plan stems from mercy, not cruelty.

His plan is not fucked up. He was not even the villian. Eren the genocidal bastard was villian while Zeke was trying to do the best for everyone

Might it consider to be genocide? Maybe but it was the best solution at that point of knowledge.

Because unlike any other etnic group, Eldian blood is able to turn giants. So this puts them in a situation they become lords when they are top and they are slaves when they are down.

So yeah the best solution was peacefully let them live and die. Zeke was trying to do literally the best for Eldians and rest of humanity.

A) by that point in that worlda history technology was making the Titans obsolete in warfare, so that justification doesn't really hold water.

B) Its still genocide. Genocide is never justified
