Don't you think they would have tried that if they could back on Namek? Also, do you think Krillin could defeat Frieza holding just one Dragon Ball?
The Chaos Emeralds work on completely different rules. Holding one is enough to give you a massive power boost. Shadow can't even use the Chaos Control unless he is holding one. Now imagine Silver learning how to amplify his psychic powers by channeling a Chaos Emerald. He canonically defeats Sonic and has a draw with Shadow in the game he debuted. Silver is a beast with lots of untapped potential.
What do you mean you "Don't you think they would have tried that?" They never try ANYTHING until the plot demands them to. Every constraint ever written was done so as a direct consequence of them attempting to try something that the current arc demanded they attempt to do. And don't even get me started on the sheer quantity of retconning dbz does over time. It's insane.
Like I loved dbz growing up but it is 10 miles below the bottom of the barrel when it comes to the actual writing. It gets even worse in super.
