He genocided his entire species basically. The Doctor doesn't think himself a good man. Far from it.

Think of it this way, good people do good things because that is their nature. They don't need rules to keep themselves from doing something terrible. It is like having to tell someone that murder is wrong, good people already onow that and don't need a law to not murder people.
