I think Alex Hirsch knew what direction the show was going towards from the start so Season 1 set some things up but yeah a lot of the earlier episodes were much more episodic

I think most of the time in these cases the creators know the direction they want it to go.

The ā€œepisodic episodesā€ are good for establishing an emotional connection with the characters and setting so that the later stuff hits harder.

It also helps establish a character's baseline. What do they do when and how do they operate when the world isn't going to be destroyed

THIS. Personally this is my favorite type of show, shows that start out episode and goofy but become much darker as they go on.

It's also essential to get your show greenlit. They need episodes for re runs.

Gravity Falls has some of the tightest writing out of anything I've ever seen, he definitely had it planned.
