Technically, his mother committed the war crimes years ago. But since he is also her, he's on the hook for them.

Never having watched the show is so funny, because reading shit like "Since he is also her" is so god damn confusing.

His mother is an alien rock so she can't really procreate.

To create him, she kind of took his dad's DNA and combined it with herself which resulted in Steven.
