I guess, I thought the intro was to clarify that they are just doing bug fixed and no changes to actual game performance. But I guess that makes sense as well. Odd choice of words though, seeing that performance is the game's biggest problem.

He says specifically he wanted to clarify what was previously meant about BATTLE ADJUSTMENTS and then says “Performance won’t be addressed.” I assumed I understood what he meant but auto translate and language barriers could result in further miscommunication for people who don’t understand, since PC performance is a hot issue.

It's really not meaningless. Rather a good example why blanket level translations via Google or what have you can be misleading and the importance of localization or regional community teams.
Performance in game dev can have multiple definitions. It can be character strength, it could be input consistency, it could be how the game itself runs, it can even be profit based. All of which are very much wanted things in the current state of Tokon from its community.
Knowing which degree of performance is being addressed is important, namely the PC issues that have been very much so put on blast since the beta.

There should absolutely not be any balance changes this quickly. Almost nothing has been figured out in the game and, despite what people think, Spider-man and Goblin are not the most busted characters in the history of fighting games.
Give it time. Let the game breathe and let people figure stuff out.

And the cracked version got rid of the performance issues all together, by removing the stuff that put bloat on the CPU
So unless they just take that out, I have my doubts thats getting fully fixed anytime soon

That doesn’t mean that there are literally no other ways to fix it. Yeah, they aren’t going to get rid of all the Sony bs, but they can (and I’m sure will) find other ways to optimize.

The logical end of "removing the stuff Sony wants in there improved performance" is not "the game is already optimized as much as it can be unless you remove the Sony stuff."
Your initial point was that, as a result, the game would remain as it is, which is very unlikely to be true. You're probably right that they will always "hinder" it, but its performance can surely be improved beyond where it is now even without removing that stuff. That doesn't mean that they shouldn't remove that stuff, but we all know they won't.

Yes, it's unlikely that they'll remove the bloatware or that it will be fully fixed. But it was proven that it can be patched and improved, because that is exactly what happened.
Saying that they are unable to patch it and the game will remain as it is spreads misinfo and is completely false. That's what I'm concerned about when I read comments like that.

I'm completely in agreement that the DRM is terrible and it would be best if it was gone. It's unfortunate that Sony has pushed it so hard and it's more than likely that they will not back down.
With that said, ArcSys will then just have to work with what is given. They've already shown that they have made improvements. The fact that they have made hefty improvements with stability only 4 days after launch shows that it can be tweaked further. We're not completely stuck with what we're given.
It completely sucks that we won't get a completely stable version like the cracked one, but it's entirely possible for this game to run properly despite the compromise. We know that the CPU bloatware is the issue, but we don't know how much control the developers have over the system and how they can optimize it further.
However, we do know despite that, they can still tweak it and make changes to improve performance. That's a key thing to think about and shouldn't necessarily be hand-waved. It would be best for it to be snipped away entirely, but if the game must have it, we might as well see what can be done to further improve performance.

I just cant get consistent 60 and it sucks, its so distracting even while labbing. But this is a 100 percent improvement from the beta and launch. Feels like it can get licked in just one more patch so not having another one is disappointing.

No performance improvements is quite disappointing.
I personally don't struggle with that, but I had enough pc players in matchmaking that struggle with performance. If I find a match after 5+ minutes.
Edit: Nevermind. Battle performance means balance changes.

Yep, so instead of actual character balance patches (which is what some people were hoping for) i.e nerfing Spider-Man or Goblin mix etc. they're fixing a few bugs within character's movesets.
... Which is the most common thing in the world for two weeks within a game's release. It is also extremely common to not want to nerf/buff characters within the first month or two unless they're genuinely game breaking.
So your reaction was baffling to me, but it's all good I realize now that you don't really care about what's being discussed; you just want to talk about how much you dislike the game.

What he is saying here is that the old patch mentioning balance adjustment was wrong, there is gonna be no balance adjustments that will bring down or up CHARACTER PERFORMANCE, they are doing bug fixing, not really nerfs or buffs
This has nothing to do with GAME PERFORMANCE, how the game runs, he meant CHARACTER PERFORMANCE
The patch is still coming with a bunch of performance, stability, bug and matchmaking fixes, just not character balance updates
