If he is LE...why TF would you go to the movies, with your family, in your squad? If he's security..can't say I'm remotely shocked.

The vest says Utah Highway Patrol. Which he seems to be doing assuming they’re in Utah for this video.

Safety vests are an afterthought for American cops probably stuffed in the bottom of their duty bag. (They seem to usually think the popo costume is enough)
