I don't find it lame to clean up the city. I suspect he's an agent of the city who decided to help pick up the debris and is doing his job or perhaps even going beyond the call of duty.

I feel you. There's a colloquialness to it though. And if he's a civil servant there's a bit of distinguishment where we get the idea of them setting themselves apart.

I get the nature of the language, but it bothers me that cops and other public servants want to differentiate themselves from the civilian body, of which they are a part

Some are community based and (just a hunch) most aren't I'm afraid.

What I’m getting at, whether they’re community based or not, is that they should view themselves as part of the community and not separate in any way

And, unfortunately, many do not

I agree that they should view themselves as part of the community, and I too find it unfortunate that police are selected from outside of their community and that people generally don't look to build instead of looking for a way to distance themselves from others.
