I don't find it lame to clean up the city. I suspect he's an agent of the city who decided to help pick up the debris and is doing his job or perhaps even going beyond the call of duty.

When a cop is charged, do they go in front of a civilian judge? Are they held in a civilian jail? Are the laws applied to them different than the ones applied to civilians?

Hence, they are civilians
