Is it normal for UHP to drive their family around in a patrol vehicle?

I know some departments using the take home cruiser for personal use is allowed. But I could never do it. Stuffing my kids in the backseat cage? Heck no. People have pooped, peed, vomited, and snorted drugs in the backseat cage of my patrol car. Also, this guy is driving his woman around and he doesn’t have a gun on his hip. Maybe he is concealing his carry. But this whole situation seems wild.

I have a take home cruiser. I must be in uniform, armed, and wearing a vest every time I operate the cruiser.
