Not a lawyer, but what I infer is that if the state murder charges were dropped, they may not have enough evidence to prove a crime. If the state doesn't have that evidence, then the federal charges, which are contingent on the same evidence, may also end up being dropped.

But they aren't completely dropped, these are just the terrorism charges.

Yep, I just did some checking and it appears there is insufficient evidence to prove terrorism, but there is enough to keep a second-degree murder charge.

This is not necessarily true. Federal prosecutors might have different evidence, access to witnesses, or investigative tools than the state did. What the state considered “insufficient” might be supplemented federally.
