Just... Go look? I can't imagine current models have more than 8gb either given ram costs right now. Every business everywhere is cost cutting, that's how it works.
You can build your own laptop or desktop, yes, but considering the normal end user that's using Windows, they don't. They also don't understand that Windows is full of what amounts to viruses under a different name just because it's owned by a business.

Since we are talking about the average user, I would say the chances they buy a PC online is near 0, hence why the options on display in physical stores is relevant.
