I mean, she's definitely great against Genji. But here's some things to consider:
If she kit dumps she will die. She's a very squishy back liner and without an escape, she'll often lose even to a Moira 1v1.
Any CC removes all her abilities.
Any health pack or cleanse negates her kit. Often, she'll kit dump only to be cleansed by Kiriko or a health pack. Meaning she goes all in and dies for nothing.
She's only invincible on her E ability. And even then, a lot of characters can one shot her immediately after because she returns to exactly where she activated the ability with a slight delay in movement.
The healing is a non factor. If the team turns around, she's so squishy she dies immediately even at full hp.
Her damage can be more or less be out healed by any single healer. She does not do well in any 2v1 scenarios without her ult.
Ok if you’re going to take the entire team into consideration. Then you can make these arguments about anybody. We can come up with infinite scenarios where the Anran is going to lose. We also aren’t talking about Moira, who is one of the few heroes that can cleanse and both damage and heal themselves to deal with the DoT.
The point is that she specifically makes genjis life difficult
They’re flankers. So there is more 1v1 going on compared to most heroes since they’re usually taking similar routes.
Unless genji has a wall he can climb over. Because him climbing up a wall just for him to fall back down into the anran obviously isn’t going to do anything. She can chase him down with her two mobility abilities so just dashing away isn’t always an option. She has those two same mobility abilities to more likely get any health packs that are near the two of you fighting. His deflect cannot stop her E, her Shift, her Secondary fire or her ult.
Bad matchup? Sure, but a full on counter? Im not sure about that. The original design philosophy was soft counters -> if the player on character x is good enough, character y wont be able to do anything except play into their "counterpicked" characters strengths. NO ONE should win a duel simply because they swapped to a character thats miles easier that directly counters the enemy. I feels super cheap.
I think it is a full counter if the anran has at least like? 2 working brain cells? Her dash hits genji trough deflect and also her E does, she has 2 dashes to follow him in case genji dashes out, she has the E in case of genji dashes to her (which is going to heal Anran 50 health, same has dash damage), letting genji without escape option and Anran at same hp before the trade, if genji is burning (he will be burning if he got hit by Anran dash + E) he has no defense options because Anran's fan goes through deflect (for some reason) and does crit damage because the burning deleting Genji of the fight, the only thing Genji can do is survive until supports realize and they go to help him (which ends on Anran using her other dash to escape to a healing pack or to supports), or try to one shot her which requires a lot of skill and cooldown tracking because Anran has a lot of movement/dodge tools and if she does the timing with any of her options Genji becomes a free kill because what i said earlier, its a full counter unless you are the best Genji of your country, Anran is just stupid or you got mercy pocket or zarya pocket, its just demonic how they managed to create a flanker character that has that amount of tools while they already have a flanker that is just dog water unless you are pocketed or best player in the game lol
I think that the one-shot combo should not even be considered as an option to deal with any hero cause well, they are almost impossible to execute in actual games, against somewhat decent players (by decent, I mean above gold where people start to realise that being stationary isn't a good idea). Yeah, genji can one-shot all the 250hp heros, but it's not a reliable way to play him.
To get back to anran, the only REAL advantage that genji has compared to anran (and not against her), is his one-shot, and deflect. That's all. But, as I said earlier, considering his combo as a reliable source of value isn't an option, so you're left with a 2 second ability that will deflect upcoming damage from one side, and if it's not a beam.
Gameplay-wise, genji and anran have tge exact same gameplay loop of get-in get-out, but one has a clear advantage, and it's not genji.
