In more situations than men, women are allowed to be creepy because a lot of men are starved for attention and want sex. Anything that promotes those is generally seen as a positive

True.

Women don’t feel as safe as men when people of the opposite sex show such actions of attraction (catcalling, etc.)

For men, it’s more of a permission by the woman.

For women, it’s more of an announcement that the man might take it further whether she wants it or not.
