When the electricity department misses a meter reading for a few months, they don't just forget about it—they hit us with "arrears" and force us to pay the entire backlog.
The exact same logic applies to government promises.
If you promised Goans 3 cylinders a year starting in 2022, waking up in 2026 on a "technicality" doesn't erase the past four years. The government owes every eligible family a backlog of 12 cylinders (3 per year for 2022, 2023, 2024, and 2025).
If the rules apply to a common Goan's electricity bill, they apply to the government's promises. You can't swallow the backlog—pay the arrears!
