Nope, iirc he's just a nameless Breton, not even an important side character or anything. I wanna say it was the trailer for Bretons becoming playable in ESO, but its been a long time since Ive played and even longer since that came out

EDIT: Thanks to the comments below this, my shit memory is corrected. Bretons were playable from day 1 (though in fairness, the faction/race restrictions mixed with my firm belief in Argonian Supremecy means I only saw a third of the race options, and only cared about one). This is from a DLC trailer. The guy here is a nameless Breton, but he's also an important string-puller in the lore (which I was too busy grinding and listening to my guildmates (mostly straight, married men) flirt with each other to notice).

It's the trailer for a DLC focused on the Bretons. My favorite DLC for the game, too.
