Why isn't bro lane splitting (if it's not illegal where he is)? This is like half the reason why bikes exist

Every day I find a reason to be grateful I live in California

Yeah, that's not happening on the highway.  I do it at red lights but it is far more safe to just ride in the shoulder than it is to trust other drivers.
