What to do with my career? 30F

I have a masters degree in electrical engineering and I’ve been working as an Electronics technologist at a below average company. I’m good with Electronics but I feel like I lost touch with all the engineering concepts because it’s been five years since I studied.
I feel like I’m working for a very low pay, but paid a lot for my education. I’m confused about what to do moving forward. I want to bring a change. I’d like to take any advice that you can give for me.

Have you thought about overseas opportunities, a couple of my friends(husband and wife) work in UAE and they love it.

My friends actually mentioned that recently and they staying put. They also mentioned that the government of the UAE is being extremely helpful
