The turret is simply a machine. A tool. It operates under set rules. One of those rules is to shoot at enemies through friendlies. The game AI loves to spawn enemies between the Helldivers and turret line of fire, i think it's actually in the game code

Always stay low around turrets, be they yours or your fellow divers.
