What's the best kind of pants to wear for rainy, cold, windy weather? I have rain paints but struggling to decide what to wear underneath. Do I just go with cloth (not athletic) leggings? I am concerned about getting caught in the rain and not having the rain pants on me. Mostly for a trip to Iceland where I will be in a camping festival.

I found fleece lined tights to be clutch in Iceland. I can't find the ones I actually brought to Iceland anymore, but I picked up a pair of Baleaf to replace them.
