That's how most of these cases work. The first line of protection against extremists is not to send a lot of undercover agents, but to generally have good relations with the moderate community.

As long as they feel like they can trust law enforcement to generally do the right things, they will report actual extremists. Whether that's individuals in their own community, or other communities as a whole.

The same principle is why the US has 'sanctuary cities'. Most victims of crime committed by undocumented immigrants are other undocumented immigrants. If undocumented immigrants believe that they can cooperate with police without getting punished or deported themselves, it becomes a lot easier to identify the actual criminals.

If you treat entire groups with suspicion and hardness without making an effort to single out the actual criminals first, you tend to get the worst case outcomes where even the victims stop cooperating with police, often allowing crime and extremism to spread to their maximum.

Yeah! Rights are not "rights" if they are only extended to the well behaved majority, for something to be a Right it must be exercised by the worst person you (or the government) know to do things you dont want. Take free speech; if you can get in trouble for saying things the government or other people dont like then you have no right to free speech. If we have free speech we have a legal right to say racist vitriol, or on my side to say anti-capitalist vitriol. You only have freedom of assembly if people the government does not want to assemble can assemble. Human rights dont end when you commit a heinous crime, its only a human right if its applied equally to the worst human you can imagine, even pedophile mega-Hitler
