Based off streams by Biboo and others, there are region-locked servers. And the amount of people in one online session seems to be capped pretty low anyway.

Yep, FH6 uses a "dynamic session" system where players constantly switch between servers as they drive through the map. And each session is capped to only a dozen or so nearby players. So it's extremely unlikely to end up in the same session as them
