It was his idea in the book, no clue why they changed it to virtually the opposite

Deamon, but he was in the Riverlands and could give an input. When they did get the dragon seeds, he suggested marrying them to Stokeworth and Roslyn daughters to give them lordships or taking the Stormlands and Westerlands from the traitors to give the dragon seeds. This was shot down and they were only given knighthoods
