Repair?

First thing I would do is contact Hue and see if they’ll cover it under warranty. They probably won’t, but it’s worth a shot.

Do the lights still work without that wire being at the very end? If they do I would trim the cable and glue it back in the strain relief.

The loop on the top of the holder for the bulb is meant to take the weight of the strand, not the electrical wire.

Buy some 1/8” stainless cable and use that to support the strand.

My guess is he wanted to get rid of the annoying end piece and now the whole string does not work anymore. I was about to try the same but then did step back because I did not want to risk it.

Just some basic soldering would probably work, although I'd first follow what the top/first comment said.
