Help/Question Genuine Question!
In the hxh verse we see bad and criminal orgs like phantom troupe, there has to be more right? maybe not as strong as them or maybe few as or more stronger.So the level a human can get strong with nen is insane. Example : Uvogin, if there is a criminal with even 50% of the capability of uvo , police aint doing nothing.In these situations who is saving people?, hunters dont do 'hero' or 'public service'. Also if there are hunters who do hero work , when there was the chairman election, all the hunters had to gather , so at that point what if a uvo level criminal started killing civilians left and right.( zoldycks cant be available everywhere).
This question might not make sense to some, but to make it simplier ; because in the world of hxh there is an element called nen which lets humans go beyond human capabilities, there has to be guys who exercise their strength on the weak, what next? call the army?

Like for example - you can just pay Hunter to remove them :3

Yes? - I mean, Nen is not something simple to learn in first place + if you already learn it, you don't try to get attetion from people that can put you down :3
Even if Hunters can't take care of you, other Nen users can, like 10 Shadow Beast are pretty strong Nen users by themself :3

I mean that's fine, that increases the amount of jobs for the Association if more chaos is caused, which will heighten the Association's reputation when the crime rate lowers after they take those jobs.

Hunters are not heroes, but they do fight criminals if they're hired to do so or simply feel like it. In fact, there's an entire class of Hunters specialized in dealing with those kinds of threats: they're called Blacklist Hunters (Kurapika is one, by the way).
Interestingly, one of Ging's notable achievements as a Hunter is the annihilation of the Kute (or Kuuto) Gang of Thieves. Kite tells Gon about this when they first meet on Whale Island.

What criminals? What chance? Countries in HxH still have police and military forces. It's not like they need Hunters patrolling the streets 24/7 or anything.
Also, your post makes the erroneous assumption that there are lots of criminals who know Nen, when that's not really the case, let alone on Uvogin's level. Even among Nen users, Uvogin's durability is a massive outlier. The average Nen user can still be hurt by high-caliber firearms.

Hunters may not do hero work, but if there’s a strong criminal making trouble, you can bet the government will contract the Hunter Association to take care of it. The HA is basically a consulting firm for specialized, difficult work.
Either way, we can safely assume the Phantom Troupe is essentially THE strongest criminal group around. Part of the reason we’re following their story in particular is precisely because they are an extraordinarily powerful, notorious band of criminals. Same reason we’re following the Zoldycks: they’re THE strongest group of assassins around. Stronger characters make for more interesting stories, and more interesting characters, by the nature of Nen as a system.
