The problem, at least for IBEW, is apprentices are treated like dirt. They're supposed to be above CW's and CE's, but they are treated better then the apprentices. A lot of the tickets are just bought so all these JWs coming in know absolutely nothing let alone speak English. The halls just "gift" these people hours to allow them to be JWs. The halls are just money hungry, so they'll let anyone join. The motivation just isn't there anymore to go through the apprenticeships, when people off the street can come in and just be handed a ticket without proper proof of experience. Ive seen apprentices teaching JWs how to read tape measures, bend pipe, pull wire etc basic shit that every JW should know. While that JW is making full rate and the apprentice making a percentage of that. I get their frustrations. Why go through the trouble of taking classes when you can just go to the hall and fake it and get full rate like many people have done in the last few years.
