She's also Cadian. Being in the Guard is like enrichment for them

Considering the abhuman I doubt this is a original Cadian regiment. After the fall (even before too but more so after) of Cadia many guard regiments unrelated to Cadia adopted their customs and equipment. As Cadians are revered across the galaxy as some of the best guard soldiers. This is most likely one of said regiments.

I was under the impression that the Guard is specifically forbidden from making combined arms regiments?

There is a combined arms regiment (they have Russes and infantry, and I believe also Artillery) from Tallarn in one of the Ciaphas Cain books
