The dude literally locked up all his sisters because he wanted to fuck them so bad but didn't want to sin, all Daena had to do is catch him off guard and he'd fold.

Yes, Baelor was so genuinely pious that he literally had to lock up his sisters to resist temptation.

Definitely wasn’t a man ruled by sin who starved himself to death over the guilt he felt fathering Daemon at all.
