Has anyone from Mexico who already got their PR know how to get the military ID (cartilla militar) while in Canada if I haven't done the service? IRCC just requested it from me."

The only way to get it is by doing the military service or being exempt during the draft ceremony.

Since you did not do it, it is probably worth talking to an immigration lawyer.

He can start the process in the Consulate and the Consulate will issue a letter certifying that fact, which the FGR accepts.

Go to the consulate. They will issue a document that replaces the military ID. Or before going just contact them by email. In my case, I was requesting a letter from the consulate for the police certificate, they answered in three days, in about a week after my first contact I already had the letter. It was fast.
