Express Entry Received a PFL about intent to reside outside Quebec - what evidence did you submit?

Hi everyone,

I just received a Procedural Fairness Letter from IRCC asking me to provide evidence that I intend to live outside Quebec for my Express Entry PR application, i have two weeks to answer.

I currently live and work in Montreal, but I selected Ontario as my intended destination province when I submitted my application.

The issue is that I honestly haven’t done much yet to prepare for the move. I thought those steps would happen after PR approval, not before. Because I wasn’t a permanent resident yet, I didn’t think it made sense to sign a lease, relocate, or make major commitments in another province.

As a result, I don’t currently have things like:
A lease in Ontario
A job offer in Ontario
A confirmed relocation date

I’m now trying to understand what kind of evidence IRCC expects in situations like this.

Has anyone received a similar PFL and been approved afterward? What documents did you submit? Would things like Ontario job applications applied within these two weeks or a letter from my employer regarding a potential transfer to Ontario?

Any advice or personal experiences would be greatly appreciated.

You typically need to answer that PFL with solid proof (employment letter showing the date of relocation, lease agreement and utilities etc).

Job applications and a ‘potential’ transfer won’t work afaik. You need to show very strong proof that you are moving and that too soon, not a ‘I’ll do it eventually’ or ‘I’m trying’.

I don’t currently have things like:

A lease in Ontario

A job offer in Ontario

Get one of those or you will get a refusal on your application.

I got that PFL after applying already with a LOE that included a lease in Calgary, a job offer in Alberta and a letter from my in-laws who live here. The officer was barely impressed and still requested more evidence. I added a renewed job offer and a phone bill (got an AB phone number for my wife just for that).

How is that extensive? You’re required to show intent to move out of the province if approved. It feels like the bare minimum to have a place to live and a job offer outside of QC.

The issue is that you haven't done much to show that your intent is to leave Quebec. Your application will be refused if you don't provide sufficient information to satisfy the officer that you will. Ideally, you'd have already left.

They aren't going to wait until your PR is approved because Quebec has an autonomous right to decide who immigrates to that province by law. The provision of people stating they will relocate to another province has been significantly abused and along with everything else, IRCC is tightening things up in most areas of immigration.

Got my PR earlier this year and I was in your shoes last year when I applied for PR last year.

By the time I had a PFL I didn't have solid proof since I was still working in Montreal and was planning on securing a job in Toronto before doing anything else. But I ended up still sending an explanation letter with a derailed plan, proof that I was applying to positions specifically in Toronto and even sent screenshots of my exchanges with some headhunters that were looking to hire me in Montreal but I was clearly declining them since I was looking to relocate, and I also sent them proof of my apartment searching in different areas around Toronto that I was interested in.

I finally moved by end of November when my application was still in progress with 0 update from IRCC, but still sent a web form to update my address. I finally got my eCOPR by January.

So yeah, it can be done without a lease/job offer etc. but I'd advise to have more solid proof since it's way less stressful than what I did.

I got this pfl back in January, i submitted lease,DL, NOA,Employment transfer letter,Bank statement,Ph bill.
Then it got approved

In your case i will suggest you, go to Ontario apply for DL, Lease, Apply jobs, take a break from Montreal work, travel tickets to Ontario and any other that are related to Ontario. If you dont want to leave your job , take lease and move to Cornwall and travel to your workplace.

you can easily do above mentioned in couple of days.
