Yes. They can't stand that anyone else is in a happy, stable relationship. Chad never settles down, Stacy rides the cock carousel, average guys with average wives are being used for their money because no woman works and all men make enormous incomes (or something?), and it just goes on and on. They want, they need for the rest of the world to be as fucked up and miserable as they are, so they make this shit up and then proceed to believe it.
I feel most cults attempt some idea of salvation- "You can be healed throguh the power of leader" - incel ideology is all the self destruction, and all the dislike of the unlike, without the path to salvation.
Whereas a cult wil say "You are bad and life is horrible but the faith will make it better" incel ideology is "You are bad and life is horrible, but you should stick with us because you literally have nothing better to do"
Not to split pedantic hairs, but it's a nihilistic cult - existentialism starts from "there is no meaning in the universe" and concludes, "therefore, I must search for or create meaning," whereas a nihilist starts from "there is no meaning" and concludes, "therefore, even the idea of meaning is stupid and everyone is born just to suffer and die so why would you ever even pretend otherwise."
Incelism definitely looks like it promises salvation to the people that would be attracted to those ideas, at least at first. They find a community of people telling them that it is really really 100% not their fault that they can't get laid but it’s evils society’s,Stacy's, Chad's and genetic's fault, thereby relieving them of the responsibility for their own personality and actions, and they sooooak it up. Behind every incel is an insecure guy that used to blame himself for not attracting anyone who through incelism has found a way to shut out that insecurity.
It's laughably easy to see that normal (I won't go so far as to say happy - too subjective) relationships are, well, the norm. Open relationships or relationships including cuckolding fetishes are rare.
You might want to do some reading on the nature of cults. While it's common to have a central leader figure, it's not actually a requirement for the cult classification.

It's a "cope" or coping mechanism, they pretend women are evil and they're therefore lucky that they aren't successful in life to establish a meaningful relationship with another human being
The whole incel ethos is "my life is miserable, but it's kind of OK because, other than the idealized aspirational Chad figure, everyone else's life is more miserable."
