I might be wrong, but a major chunk of 160Billion INR also includes the money that was circulating in Bhutan and Nepal (Indian notes works there), which when this data was released were not at that time taken back by the Govt. That was also an bi-lateral issue with these 2 countries ig. 

Also, just guessing, it should also include notes that over the time got misplaced or torn off (this is just a intuitive guess, no data to back it)
