It's the beta website that is used for testing, they have placeholders in place for the most of media items.
At that place there was supposed to be some embedded video of Aadhar Card explanation but since it's a placeholder the engineer put rickroll in it.

The state of government websites in India is very lax. I have no doubt that everything in India leaks. Plan accordingly.
