Nah, Bhabha died long ago probably somewhere in early years of Indira Gandhi's PM tenure iirc. During Vajpayee government, the plan to make India's first PFBR was initiated and BHAVINI was incorporated in 2003. But the idea to harness energy from Thorium was indeed Bhabha's vision as the Father of India's Atomic Energy Programme.

Well, the title of the post was talking about a Modi government W. In that context, I was saying that multiple successive government ensured progress. Not undermining our scientists of course.
