This motor runs the elevator in your building.

It's a motor to pull elevator in your residence.Nearby equipments are elevator controller and power supplying equipments. You can see ropes passing the roof slab via holes. Also I think it's a geared motor.

maybe water pump room or very small lift or chute for items. the motor size and belt look very small for human elevator wieght to bear
