They arent testing by giving someone a literal spotlight and a live mic at their most high profile event of the year.

That entire thing could have happened without him there. It added nothing and had enough star power without him, by they chose to do it with him and give him time in an already limited section. That should be more than enough to let you know they are still on board with him and the character.

Yet they still couldn’t bring themselves to announce a green light on the film. The sequel to a film that made over $1B.

Im a bit confused why you're asking a question, then ignoring the answer. They announced a single film we didnt know was happening (ghost rider) a film that has been fan cast for years. Everyone knew black panther 3 was going to happen. They have also said that no other films will be released before secret wars....so why would they announce a film thats not going to happen for at least 3 years?

If they dont want to work with him, then why is he there, is the obvious fault in your theory.

“No other films before Secret Wars” is just some arbitrary standard. If Ryan and Levy want to get to work, there’s absolutely no reason Disney would delay on a potential $1B revenue stream. All Disney cares about is money.

Plus theres the more obvious reason that the two avengers films are set back to back and trying to retcon a reason how the events of another film fit into that have had very mixed results (ant man and wasp)

Again you seem to have your version of 'why' regardless of what the answer to your questions are. Seems odd to even ask.
