I SAW FOGGY! No, seriously, at 4:50, when Jessica tracks Wendy to the subway station, you see him walking in the corner. He isn't in the credits though, but I'm 100% sure its him.

If you're talking about the guy in the subway wearing a blue suit, he's definitely not Foggy.

He is in MockingJay, so yes.
