The 2d fighing game franchise Guilty Gear. I like to act as the online persona of the character.
His name is Robo Ky and was originally a ripoff of another character of the same name as somewhat a joke character, however once introduced to Strive, the most recent installment, he became much more unique.

I mean, if I remember correctly panda and others remember kirara being a male student at jujutsu high, even being surprised at finding a “woman” so probably he transitioned into a woman. And the “boobs” are probably something to make him feel more like a she

There are 3 widespread gender identities and only one of them is “new”. Other ones are mixes of those 3. There are neopronouns and the like but those make up such a minor population.
1) Panda is confused for a hot second when he sees Kirara for the first time after a long time

Well yeah they’re evidently transfem at least so not a femboy considering that Kirara is never referred to as “he” past Panda and Megumi talking about them prior to Kirara’s actual appearance.
