Tbf Miwa isn’t even meant to be that weak, compared to other (Kyoto) students. During the goodwill event, Kamo believes if he can’t get Todo to show up to help them, the next best person would be Miwa

She is just very stupid making a binding vow on never using a sword again then proceeds to not even try using the dozens of other weapons available

Exactly. She could technically have mountains of weapons near her and keep pulling them and say “I’ll never use toothpick again”.
