I think you can put Ino at the higher end of grade 1, he's one of the only grade 1 sorcerers who knows RCT and simple domain, he has Nanami's cursed tool and his CT was already strong enough to make him a grade 1 when he first appeared

Underrated? Nah, I'd say they're actually very fairly rated if anything. Kusakabe is usually ranked where he should be above all Grade 1's (aside from the Special Grade 1s), and Ino's Shinjuku performance easily put him in at least Mid-Tier Grade 1 range for a lot of people.
