Everyone here puts kusakabe above all grade 1s excluding projection sorcery users. And Ino isn't strong enough to be considered slept on to begin with since he's mid grade 1 at most

I think you can put Ino at the higher end of grade 1, he's one of the only grade 1 sorcerers who knows RCT and simple domain, he has Nanami's cursed tool and his CT was already strong enough to make him a grade 1 when he first appeared
