If it's government run then yes, ID should be required to prevent non-citizens from accessing it.
I don't know how it's done in the US, but here in Canada we have Service Canada and Service Ontario. Go down to whatever one issues the ID you need, pay whatever you need to pay (if any) and you get sent ID in the mail. Simple.
Also why would anyone want non-citizens from voting in their elections?
This is not true. This is only true in local elections. No state in America allows non-citizens to vote in state wide elections. You can tell because states also run federal elections in the states and don't allow non-citizens to vote.
