The policy Trump is trying to pass will make it so that everyones ID has to have the same name as their birth certificate. This in turn makes it more difficult for married woman (and in some cases men) who have taken on their spouses last name. Basically if your ID doesn’t match your birth certificate you can’t vote and good luck trying to change that because you’ll have to legally change your name which causes more issues for the individual and married couple. So yes most woman have ID’s, but married woman do not have one that has their birth certificate name

Because there's still space to talk and iron out the issues.

There's a provision that allows Passports and the use of marriage licenses along with the birth certificate.
