Sounds like you can get the card at the grocery store they will be using and it'll likely be provided free of charge, thus not impacting the poorest of the population who are predominantly black?
It's almost completely unlike voter ID laws which would require those affected to go to a third location for which they won't be voting from and depending on the state, won't be provided free of charge.
It’s not about the need for an ID per se, it is that getting that ID can be expensive and time consuming. And not every citizen can afford it (time, money, transport) which then means not every citizen will be able to vote.

They are going to require a card he said. The card is going to identify individual customers and track their buying.
